District Roads and Restricted Access Vehicles (RAV)

Council is working closely with the NHVR (National Heavy Vehicle Regulator) and local police to ensure we have a safe harvest period on council roads during what looks to be record setting  tonnages of grain moved across council's road network.

Council has recently approved all our existing commodity routes of which previously were General Mass Limits (GML) to Higher Mass Limits (HML). This  approval is great news for the industry, reducing the administrative burden from Council, Operators and the NHVR. Under the new approvals, if an operator can comply with the South Australian Class 3 Road Friendly Suspension Mass Exemption Notice or another notice such as the South Australia Class 3 Truck and Dog Trailer (up to 23m long) Mass and Dimension Exemption Notice 2025 (No. 1) South Australia network conditions section' of the 'Network and mapping' tab of the Operator's Guide (which includes council's conditions), the NHVR and travel only on a route gazetted under this notice (listed in the Operator's Guide and found on the NHVR National Network Map)  then a NHVR permit is not required.

Council conditions as set out in the Operator's Guide are as follows:

Operators must comply with all conditions set in the relevant Operator's Guide. If an operator is intercepted by an enforcement agency, they must state what access instrument they are operating under. It would be recommended that there be a printed version of the South Australian Class 3 Road Friendly Suspension Mass Exemption Notice or relevant notice for which they are operating under in the vehicle and that the driver is aware of all the obligations required.
